It is said to come from 5th century Ireland when Brigid of Kildaire complained to St Patrick that women had to wait so long for a man to proppose. St Patrick agreed that on this one day, 29th February, a woman could propose. According to some, but not actually proven, Queen Mary of Scotland made it law fro the man to accept. Should he refuse a fine was levied. However, in Greece it is considered bad luck to marry in a leap year.
